It is subordinated to Shenyang Research Institute of Chemical Industry Co., Ltd., which is the first batch of national product quality supervision and inspection institutions authorized by the State Quality and Technical Supervision Bureau. The center is set up in the Pesticide Test Laboratory of Shenyang Research Institute of Chemical Industry Co., Ltd., undertaking Five-batch analysis of pesticides registered at home and abroad(GLP test), the spot test of national pesticide product quality supervision, Test of products licensed for pesticide production, quality arbitration test of quality disputed products and so on.“Center” is also affiliated to the National Pesticide Standardization Technical Committee. It is responsible for formulating national and occupation standards and revising annual plan proposals for pesticides, and organizing and participating in the formulation of national and occupation standards for pesticides.The drawn up FAO standard for azoxystrobin was approved by FAO and WHO Joint Meeting Expert Group in 2016, becoming the first FAO standard for pesticide production in China.

In December 2011, the Pesticide Test Laboratory of Shenyang Research Institute of Chemical Industry Co., Ltd. passed the GLP on-site inspection by the Dutch government of OECD member countries, and obtained OECD GLP certification in physical and chemical fields. Laboratory can provide five-batch analysis , physical and chemical testing and other technical services for customers'products registration.The laboratory is a five-batch analysis and testing unit approved by the Ministry of Agriculture, and passed the GLP laboratory examination of the Ministry of  Agriculture in 2009. Laboratories can undertake the development of new pesticide testing technology and methods. It is authoritative units for pesticide quality testing, it is also a state-level testing institution authorized by the Ministry of Science and Technology and General Administration of Quality Supervision, Inspection and Quarantine of the PRC.
